One's SeeD ranking advances or regresses independent of enemy level, although the two are often (but not always) related. Essentially, there is a point system that determines SeeD rank; for every 100 points, the rank will increase by one (1300-1399 would correspond to a SeeD rank of 13). This value increases by one every time a character defeats an enemy (GF command kills do not count), and goes down by ten every time one is paid. As a result, continuous fighting will often advance SeeD rank while also increasing characters' levels, which would then correspond to enemy levels. However, enemies can be defeated (for example, by using the Card command) without garnering EXP--under this scenario, SeeD rank would eventually rise while enemy levels stay the same.
