Although I agree it sounds like a load of crap, it's not impossible, just extremely unlikely that it could be out shortly after the PS3 is released. Some of the most time consuming aspects of game design are the actual design portions: character design, story, etc. Once all that's decided development of the game is relatively short. Depending on how long they've been working on FFXIII and if they had all the stuff finished by the time dev kits started to be sent out, I could see them possibly pumping out the game in that short a time frame.

Like I said though, it's unlikely. Given how tight lipped they're being about it right now, I wouldn't expect they're where they would need to be in development to get it out next year. In fact, releasing a next gen FF next year could very well canibalize some of FFXII's sales, or at least cause interest to shift greatly away from XII. I doubt we'll even hear much about the next FF until after FFXII is released.
