its an accessory that gives "sos ?????" (i think) that allows you to attack with 9999 damage when the character to whom it is equiped has critical hp (yellow hp).
I've never used it though as i think its "cheap"

Cat Nip is an accessory that, as suggested, imbues the character with SOS ????. This ability results in all actions, both those with damaging effects, and those with healing effects, being raised to 9999 when the character with Cat Nip has critical HP . As a result, it's best used in conjunction with multi-hit techniques, particularly Trigger Happy.
The Cat Nip is obtained after defeating Black Element on Cloister 40 of the Via Infinito in the NTSC-U/C, PAL, and International + Last Mission versions of the game. In the original Japanese version of the game, it was obtained by skipping the "Defend the cart" mission in Chapter 1.
In the International + Last Mission version of FFX-2, Cat Nip is much less effective, as it has inherent Berserk and Slow penalties. The Berserk effect cannot be canceled, removing the possibility of multiple 9999 hits.

so do you mean that if you have catnip and break damage limit you could beat ANYTHING on the game if you used trigger happy? damm thats so cheap.

Yeah, Trigger Happy Lv 3 + Catnip = rediculous advantages.

Catnip & Lv3 Trigger Happy is how I beat won the game.
Catnip is also a herb that cat's go mad for, like chocolate to a sterotypical obese parody woman.
