No. That's Shalua Rui of the World Restoration Organization. In addition to her forthcoming appearance in Dirge of Cerberus, Rui has been retroactively inserted into the FFVII backstory through her inclusion in Before Crisis (Chapter 21).

Having said that, scans of Lucrecia (now given the surname Crescent) and Vincent have recently surfaced. While most depict Vincent in his erstwhile Turks attire (suggestive of a flashback), one image shows Vincent in his customary red and black garb.

Yea, look at the picture in the bottom-left of FFVII shows Lucrecia. At first I thought she was winking, then I realized her eye is permanently closed.

Edit: Well, maybe not, but I figured that screen in the bottom left insinuated that the woman is Lucrecia.

The official SE Dirge of Cerberus site refers to that character as Shalua Rui; moreover, she (Rui) has recently been included in Before Crisis.

A scan of Lucrecia, who has a much different appearance, can be seen here.

Ah I see, thanks Masamune. I thought she was a bit "easy" lookin for such a deep, troubled character. Is that bandaged thing in the bottom left picture also her do you know?

The bandaged figure is named Nero; he is a member of "Zvet," a branch of the DG Soldiers. Unfortunately, information regarding Nero is extremely limited at the present time.
