Actually im pretty sure Joker is on the Ragnarok even if you didnt do the CC card quest at Balamb Garden. Its the rest of the CC team members that wont be in the ship. Correct me if im wrong, but im pretty sure.

Get Tonberry. It's very easy to do. It won't take you more than an hour, hour and a half tops. Just use Renzokuken over and over again and the tonberry is dead.

There's only Carbuncle, Leviathan and Gilgamesh from the CC group.
I've just got Tonberry after 20 mins. The reason? Good junctions. (SPOILER)I'm Lv20 on Disc 2, just about to go to T-Garden.
easiest way to kill tonberries:
send in Squall and Quistis, both with critical health... Firstly use Quistis' limit micro missile, followed by Squall with Renzokuken (remember to use the trigger). Tonberry dies... The tonberries can't even touch you.
Wont even take you more than half an hour to fight tonberry king...

I know. You don't want to get those extra GFs and rare cards...etc. You wanted to breeze through the game and complete it, right?

Just cheat like a mothersmurfer like me. In the remaster, they even have a built in cheat feature! I alway knew I was ahead of my time when I embarked on my cheating crusade.
