To Forestowl-Its not the guy that gives you the red ring. I can't really give you an exact location because he walks around alot but he's usually around the right side near the end of the first area of the Mihen highroad.

To Sora!- It just on the screen.

To skatehatedestroy- The name is only said by one other npc and after you speak to him the first time,he will not repeat the name.

I'm pretty sure you cannot talk to the guy after (SPOILER)you beat overdrive sin but I have never tried it.

I probally should do a new one. Its been so long that I can't even remember what the name was (it started with a J I think though) and I have already beaten sin so I can't look to see.
