No, Sabin/Mash never had a gun. That's probably just concept art to get off on how macho he really is. That makes me think of a much tougher Sabin character.

That picture is from a compilation of original Mash conceptual artwork. It's a scan from Yos</>hitaka Amano's "JAPAN" Final Fantasy V and VI anthology artbook. Here is a picture of it.
There are constantly concepts in original artwork that don't make it into the final game character, that's why it's called conceptual artwork.
I don't think Amano has any illusions about some of the stuff he draws actually getting into the games. He's just out to amuse himself.

Mash is a terrible name. He wouldn't be my favourite FF character if I had to call him Mash.
