There are places to go before you go talk to barret who is blocking the path to the bar. One place in the right most place down south of the screen. Talk to both people on your left or right and leave the boy in the middle alone. Go up stairs one level and enter the beginners hall. Talk to everyone and grab the items layed out in front of you. Then Go and talk to barret who will let you pass. When you enter your greeted by Tifa and Marlene.

When your able to move around again try to walk outside where you came in. Barret and everyone will go downstairs.

When the little elevator thing comes back up. Click the ok button and go down. Talk to barret then head back up. Tifa will stop you on your way out.
