I propose we perform surgical low-yield nuclear missile strikes at each hat-producing and umbrella-producing factory in the city, then set up our own factories to create a monopoly on hatwear. Then everyone else will have to come to us for hatwear, or risk getting a headcold next time it rains. Or simply look out of style.
