All NPC stores outside of guilds are unlimited. Guilds however restock on the following day(1hr earth time), however depending on how many people bought that item, they might not have it the next day upon opening.

ive been waiting for forever for the windhurst armour shop to re-stock.

i have enough to purchase a tunic.

Oh, if its normal NPCs and guild shops, it depend son the level of your nation's conquest. Whoever is #1 has the most items there, and whoever is #3 gets the least there. All Conquest tallies are done around 7AM PST weekly Sunday. The more Reigonal control your nation has by the tally, the more likely that nation is #1 and more stuff in stock at normal NPCs.
