Who is the best stealer and the worst stealer?
Who is the best morpher and the worst morpher?
Who is the best deathblower and the worst deathblower? (tell with him/her weapon)
Who is the best manipulator and the worst manipulator?
Who is the best attacker and who is the worst?
Who is the best magician and who is the worst?
Whose limit break are best and worst?

That's all but if you have another best or worst topic then you are welcome to do so

stealer
best: tifa (with sneak glove, you have a chance about 80% stealing rate)
worst: barret (he never get to steal one)

Morpher
best: Yuffie (can do 9999 damage with conformer)
Worst: Cait Sith (he heal the enemies!!)

Manipulator
best: Cait sith (With Hypnocrown, I always get to manipulate enemies except boss of course)
worst: Aeris/Red X111 (he/she for me never get to manipulate)

Deathblower
best: Tifa/vincent (God's Hand/Outsider)
Worst: Cait sith (I think he have only 10% chance to do it)

Attacker
best: Cloud/Red xiii (their attack are high)
Worst: Tifa/Aeris (they sucks)

Magician
best: Cloud/Aeris (Aeris suitable for healing while Cloud is good on attacking magic)
worst: Barret/Vincent (they are lot more sutable for long range fighting)

Limit
best: Barret/Cloud/Cid(they can hit for 10-20 times which is higher than others)
worst: Red xiii/yuffie (can only hit for 9999 damage)

that's it. However, this is my opinion. People are different so everyone thinking style is different.

worst: Vincent - he has only one multi-hit attack which is very weak

I think for the limit, if you're talking final limits then Cid, Cloud and Barret have the highest hitting ones. Cait Sith's Slots can be the best as well if you can time it right, but it can be quite tricky. Aries's are also very useful for the effects they give, but when you really need it she's not around...dang.

Stealer: Yuffie, of course, she actually steals your stuff.

Morpher: Usually Cloud for me.

Manipulator: I've found Yuffie to be the best at it, even without the HypnoCrown.

Deathblower: Aerith. You'd be surprised. She's pretty accurate.

Attacker: Cloud...

Magician: Aerith.

Limit: Aerith's Grand Gospel and Yuffie's All Creation.

OK first off all I have a question, what stat affects steal rate? Is it Dexterity or Spirit? Anyway:

best: Cait Sith (hey its his materia)
worst: Never tried it with anyone else

best: Tifa & Vincent

best: Cloud & Cid
worst: Aeris (see next option)

Magician
best: Aeris (She can be a summoner too), Yuffie (Aeris: again overabundance of magic materia; Yuffie: when Aeris leaves the party)
worst: Tifa

best: Cloud, Cid, Aeris (The two hits for massive damage; Aeris has some pretty useful Limit Breaks)
worst: Cait Sith, Tifa & Vincent (I hate slots, they're too random; I hate hers, they can miss; I hate his, I cannot control him)

A lot of what has been said is plain wrong. Cloud's limit is weaker than Cid's or Barret's, it's a fact- they get more hits therefore after maxing out stats they are superior in limits. ForestOwl's responses tell what actually effects it most, there need be no more posts unless someone can disprove something he said. Most of this (if not all) can be proven and is therefore not opinion. I believe ForestOwl's response was accurate.
