I have heard about this picture. I believe it was made by some man who entered it into some contest and got a prize for his work. It's like a mixture of Yuna from X-2 and Rinoa, a very hot mixture...

Yeah, he's right. I saw this picture a while ago when people also thought it was official square art and that Rinoa would be appearing in KH2 or something like that.

Uh, learn to use a 3-d rendering program, then make character sketches, and make your own.
If I remember, there was a limit on the number of thingers you could use. but I'm not up on my 3-d rendering terminology, so the word eludes me.

Hmm.. it is pretty good. They've probably used 3DS MAX or Lightwave Editior to make it.
If anyone is interested in making 3rd pictures or something similar, I'd suggest using the 3DS MAX(from these guys: http://usa.autodesk.com/adsk/servlet...&siteID=123112), however it takes quite some artististic skills to make one like that. The furtherest I got was modeling the swords, spaceships and other solid objects. The living beings and soft clothing are much harder to model.
