Is it Banon? He wears green from what i remember, he was kind of curt towards Terra, who was considered a witch, because magic was natural to her. But once he got together with all the returners they were able to defeat Kefka, who reminds me of Mark Hamill''s Joker, at Narshe, as well as beating Ultros, who is more of a clown in the humor sense, with Terra, Edgar and Sabin.

The witch part might refer to Celes. He at first thought that celes was a witch. That's my guess.
