In Chapter five you will find it has been replaced with a brothel. The gaurd won't let you in to get around this, press X similtaneously and yuna will expose her breasts while Paine and Rikku sneak in. When they come back out you will either get Hi-potion, 100 gil or - if you are lucky - Birthday Suit Dress-sphere. If you fail to get Birthday Suit you will have to start a New Game+.
