Where would I be likely to find 19 and 20 strength enemies, and how in the hell do I take on those 2 quests?

I found a strength 19 in Del's cave.

aaaah, there's the Dark God. Man he's rare. And strong.
EDIT: His appearance percentage has got to be related to level in some way. I didn't face him once before hitting 130 strength or so and I've faced him three times in the past couple of minutes.

There's that one square in Cid's Tower which seems reserved for super-rare, super-strong enemies. Also, apparently gambling with Mirage and Doc France doesn't get you anything. :\

Once you've defeated the Dark God once, does he never reappear again or something? 'cause I got Ying from him and haven't seem him since. >=o

Ying is a weapon, +100 str, +50 agi. I assume Yang is the armor that's +50 str, +100 agi, also dropped from the Dark God. Maybe you can only get one of them?

EDIT: I got all the Dark People, and Ying and Yang. All I need are 8 more charachters, those two quests, and to beat Cid.
