in no particular order: sephy, kuja. and seymour
sephy: completely nuts, great past, big coool sword and the only villain that has ever dared kill a main character!
kuja: educated, bats for the other team (proves that not all gay men are sensitive), raelly powerful, big silver dragon and had the coolest plan out of the ff badguys (using eidolons against the world)
seymour: really insidious, slimy evil dude who killed his own father and also had a great twisted evil plan for the world (" will become sin so i can HEAL spira")

2.Kuja (close second)
3.One of the villians from FFT

For me its a close call between Sephiroth and Kefka and Kefka is just ahead because he succeeds. Sephiroth has a better backstory though.

Kefka. He took every chance to get more and more power, and piled the bodies as high as necessary to do it. Not to mention just killing people for a good laugh. That and destroying the world and attaining near god like power. One of the more successful villians ever.
