Baloki can only killed by a stake through the heart. Banning him affects nothing.
One time I hooked myself up to 10,000 volts of direct current. That was pretty shocking. (I could write a joke book, couldn't I?)

He doesn't need a title in order to be banned and he can still see the forums even if he is banned. He can't post is all.
