That depend on which part of the game when he said those lines.
Did he say that after the Sector 7 Plate came crashing down? If it does, then he's upset cause he:
1. lost his team mates
2. thought he lost Marlene
3. Sector 7 Slums was crushed, literally
1. When did this happen?
2. Marlene didn't die.
3. When did this happen?
do u even look at the screen when you're playing? after you have been through wall market and cast into the sewer, you find your way back to sector seven throught the train graveyard. this is pretty close to the start of the game. then you climb the sctor seven pillar to try and rescue it. unfortunately reno activates the bomb to blow it up and cloud tifa and barret have to swing on a wire to escap from the pillar. as the pillar collapses, sector 7 plate falls with it and crushes the sector 7 slums. the team wake up in the playground in sector 6 then barret runs up to and screams "Damn it! God damn it! God damn it all to hell!" because:
1. biggs jessie and wedge were in sector 7 slums when the plate fell
2. he thought marlene was in the sector 7 slums and that she had died as well
3. everyone he knew and his home were crushed
