Oh, sorry! I knew there was some Quote Quiz or Trivia thread that I had posted in, but I didn't remember which one, so I just hoped I got it wrong. Anyway:

what do u mean by best though? u mean by how many white magic powers they have? or how strong they are at magic to use them? that was a vague question.

Statistically speaking Garnet has better stats, but only by a couple of points in most cases.
In terms of White Magic available to them, Eiko has far more on offer.
The spells exclusive to Garnet are Berserk, Blind, Confuse and Scan.
The spells exclusive to Eiko are Dispel, Esuna, Full Life, Haste, Holy, Jewel, Might and Regen.
As you can see, Eiko's magic is by far the more useful. As this question is pertaining solely to the character's effeciency as a White Mage, eidolons are of no importance.
