Uh, it was pitched directly to Hat-trick and Channel 4. The indoor scenes were filmed in London. It was funded by the British. Therefore; produced by Britain. RTÉ didn't even buy the rights until after it had become popular on Channel 4, which Irish viewers were getting through cable.
