I'm guessing he means in strength... which is true if you didn't boost them and get gems for them. On the other hand if you did this is once again nuts.

But this is supposed to be fun... so here's my theory to go for fun (not serious): there is a correlation between how important the Cid in the game is to the story and whether Mukki or some oddly surprising character is in it (the more important the Cid the higher chance of Mukki):

FFVII has a very important Cid and one Mukki 3+10,000=10,003

FFVIII has an important Cid and a person who pretends to be the opposite gender (Dollet Pub) 2+6,000=6,002

FFIX has an important Cid and Kuja 2+7,000=7,002

FFX has a loudmouthed Cid who was pissy and the closest thing to a weirdo was Seymour (but no sexual innuendos have been proven) 1+2,000=2,001

As you can see there is a clear correlation between the importance of Cid and how odd the characters the creators made are... which leads us to the clear deduction that the more power Cid has the more Mukki types occur... fascinating.
