(SPOILER)Namine's power lies completely in manipulating memories. She can, by manipulating memories, change the form of some physical objects, but there is no indication that she can make events happen by drawing them. The only thing which would seem to support that statement is the opening video of KH2, but that is in direct conflict with the events of Chain of Memories, and I believe it was done more for style than accuracy, as that video has several incosistancies, and appears just to be made as a small recap that looks very, very awesome.
