FF8's story is this: A young man with a troubled past, who is destined to save the world, is taught to love again by a beautiful young woman.
FF7's story is this: A young man with a troubled past chases a powerful warrior around the globe while unraveling the mysteries of himself and his allies.
It appears that FF8 has a deeper and more emotional plot than 7's. FF8 was not just about saving the world. More importantly, it was the story of Squall being taught to love again by Rinoa. The story progresses normally, you know: travel to towns, fight bosses, the good old stuff. But something was different than most RPGs. Squall and Rinoa's relationship grows along the way. It starts as nothing than mere flirting, but eventually flourishes into an emotional climax at the end of the game. Watching these two characters fall in love was one of the most emotionally tugging things I have experienced. I know its just a game, but for everyone who experienced it, it is personal to them. FF8 did something alot of RPGs havent done ( including FF7 ), and that was to take the focus off of saving the world, and to explore the depths of the human heart.
FF7 was about saving the world, FF8 was about two people falling in love. Which has a better story?
Answer: FF8!
