Is it Dr Odine? - Laguna's on a search to find Elle after she gets kidnapped, Dr Odine's purpose is to keep Elle under watch as she is Ultimecia's target. Maybe Dr Odine says to Laguna that he should get used to Elle not being around as she is a danger to the world?
I'll figure it out later...
It's not Squall, Edea or Dr. Odine.
I'll give a hint to eliminate the usual guesses: The answer is not a character.
