A place where a base was set up~~~~~~~Galbadia took over Balamb and made their HQ in the hotel
A place holding the officials~~~~~~it holds Rajiin and Fujiin
A place where you can recieve Chaos~~~~~you can draw Pandemona from Fujiin here (Pandemona is almost translated into Chaos in some language)
Pandemonium literally means 'all the demons'. That's quite an image of the capital city of Hell filled with howling demons.
