You're not exactly on the right track but you're getting there. "If I were you" is one of the more irrelevant lines (not entirely though). Think about every separate word, even some common words. Most of them are chosen for a reason. Again, question why the riddle reads as it does.
And you're right, the quotes imply that it's said. It's a continuation of Laguna's monologue from the first line.
Wikipedia, dictionary.com etc. wont help you much (if any) with this one riddle.

The riddle just seems like a statement to me.

A part of this riddle is figuring out what you're supposed to figure out. The riddle is NOT a description of the answer, when you have figured out the riddle's secret (big hint there) and are finished with the riddle, THEN you can think about what the result was and it will lead you to the answer.
So: Do not try to find the answer in the riddle, in fact, forget about looking for the answer and try to figure out what's up with the riddle.
I'm gonna make a random guess... Laguna deciding not to go looking for Ellone.

Nope. Btw I'm sorry for giving such fuzzy hints but I don't want you to concentrate on finding an answer and then trying to pair it with the riddle.
BUT! I'm gonna give away a big hint because I'm starting to realize that you're getting nowhere without it.

And word play huh? hmmm well I cant do word play unless I see the words that the other words are 'played' against: for example "Ol'" is word play of old which sounds like "behold".
