You're not exactly on the right track but you're getting there. "If I were you" is one of the more irrelevant lines (not entirely though). Think about every separate word, even some common words. Most of them are chosen for a reason. Again, question why the riddle reads as it does.
And you're right, the quotes imply that it's said. It's a continuation of Laguna's monologue from the first line.
