My first inclination for the tardy assassin is Irvine, while Esthar would seem to be the most intricate city. Those clues don't match up though.

So I'm going to take a different approach and suggest the burg is a castle, and the references to the red savior and clothing could be Xerampelinae (Red Clothing). So my guess is the clock puzzle in Ultemecia's castle.

You're right about one thing here, but the clock puzzle is the wrong answer. I think you need to look up the word "preceptor", but read the hint I'm about to give first.

For example, yes.

Hint: The second, third and fourth paragraphs all give clues about how to solve the first paragraph. The first one is possible to solve without their help, but easier with.
