My first inclination for the tardy assassin is Irvine, while Esthar would seem to be the most intricate city. Those clues don't match up though.
So I'm going to take a different approach and suggest the burg is a castle, and the references to the red savior and clothing could be Xerampelinae (Red Clothing). So my guess is the clock puzzle in Ultemecia's castle.

You're right about one thing here, but the clock puzzle is the wrong answer. I think you need to look up the word "preceptor", but read the hint I'm about to give first.

I'm new to this thread, but wanted to throw out a guess quickly. The last paragraphs seem to suggest to me that the first paragrah has to rearranged (I'm guessing chronologically) and the reference of the first line is the answer. Now I'm only doing this roughly to see if I'm on the right lines but...
