Those are only fanart, so they dont really prove much because fans can make the characters look however they want to. Plus, she only uses the one word sentences because in Japanese, she speaks in Kanji, so in order to retain that bit, they only use one word sentences. Also, after you (SPOILER)defeat Seifer, she briefly speaks normally, proving that she CAN articulate normally, she just, for some reason, DOESNT
