Whatever song plays during FF7 when you fight Jenova life. Right after "you know what" happens. I believe it's the Aeris Theme.
FF7 is not my favorite FF game, but that song always reminds me of that event in the game.
Either that, or the opera song from FF6. The whole song, starting from the beginning of the opera, all the way until Uncle Ulty crashes in.

I'd have to say the 'Fithos Lusec Wecos Vinosec' version of Fisherman's Horizon is the most emotional, but To Zanarkand is not far behind.

I think FF7's main theme is very emotional. FF8's Eyes on Me is second.
