I know this is slightly late, but this question is wrong. There are four weapons with 255 Attack%: Tifa's God's Hand, Sephiroth's Masamune and Vincent's Sniper CR and Longbarrerl R. blue phoenix was right to point it out.

Sorry but that question requires qualification. Strictly speaking, no you don't because you can theoretically just run around sector 5 for ever. If however you mean following the main quest, then yes you do to get the huge materia.

Yes leader of mortals but the question could be a trick one. As he said, if you wish to run around sector 5 forever then no, but if you want to progress in the storyline then yes. Any doesn't specify whether you want it in reference to the main storyline or out of ordinary determination. If you turn around and say the answer is no when he says yes then it's a trick question. So give him some clarification of what you're looking for instead of just saying do you have to?
