Sephiroth is not part of the normal game. He is in a sidequest. First, you must complete the Phil Cup, the Hercules Cup, and the Hades Cup. Afterwards, when talking to Phil, the option to do the Platinum Match will appear. Select the Platinum Match and the battle with Sephiroth will begin. Beware, it is very difficult.

Most people do the first couple (many) times. I suggest about level 70 before you try him. Of course, there are the somewhat less sane people who tried him in the early 60's, and totally got kicked.
