Um, learn HTML. A monkey can do it. If you need help, I can:
A Teach you
B Hook you up with some links Flying Mullet provided (AKA Code Databases)
Leave some shards under the belly
Lay some grease inside my hand
It's a sentimental jury
And the makings of a good plan
I know HTML. But programs are so much quicker, you can instantly view how a pic looks on the left/right, eg. And I'll be doing a lot of lay-out work.

I use a program called 1st Page 2000. Maybie it has what you are looking for.
CHEATERS. Not really I just like the fun of doing it myself and solving the puzzle of why stuff doesn't work.
