I don't understand your question. Pants and armor aren't mutually exclusive.

Then you go to an NPC or the Auction House and use your gil to buy pants. Don't have gil? You should have stacked up quite a few crystals just from leveling, so sell those crystals at the AH, and wait for your profit to be sent to your delivery box in your Mog House. Unless you're a Mithra, there's really nothing stopping you from obtaining pants if you want them.
