Every time Balamb Garden time travels,it´s gauge rotates faster.The more further the era the more it rotates and therefore the more it needs RSU (R. Steam Units)
There is a division between eras there with an holographic wall between them.This wall passes on the middle of the crater.These two eras are distant in time so the Garden ´doesn´t had enough RSU to cross through it.
