I doubt it will be available. They are always sold out due to me not getting there in time or (the most common one) people pre order the game first.
Well, as I can see no one really heard any news about the PAL release.
If it will take that much time I'll just get the NTSC version on my cheaped PS2...
And stop get off-topic, I know USA gets the games earlier but we sometimes get some extras for waiting.

Well if you are planning on getting when it comes out then why not go ahead and pre-order it?
You got FFX:International because of the exceptionally long time you guys had to wait. They had already released the international version in Japan before they had sorted out their problems in Europe and started making the game for Europe, which is why you got the international version. And, given how full the game disc is for KHII, I doubt we'll get extras let alone you guys. Nomura is saying that they might not make a KHII:Final Mix simply because there isn't enough room on the disc (not the only reason, but a reason).
