(SPOILER) Yes, they are the best of friends - soulmates even - and more.... Those pictures may appear entirely platonic, but from all that I've seen and read - including the opinions and reviews of people who've finished the game - I get the impression that Fran and Balthier are already together. I think that she fell in love with him years before the game begins, and ran away with him for a life of high-flyin' piratey goodness.
