This took me about 5 playthroughs before I noticed this dialogue.
"Tifa better watch her TV!" or something really close to that. "watch" as in, make sure something bad doesn't happen to it.

No, it's an NPC, so if you just give me the area and when exactly you can talk to him, you'll get it right.
