Because it's not a rule. It's an occurance. A rule is "Don't do ____". A removal of privileges is a punishment/occurance that results from breaking the rules.

We don't need it to be detailed anywhere because we reserve the right do mess with your account whenever we please. It says so in the T&C you agree to when you sign up.
