Why would video game developers bother to program cheats into their games if they're just going to complain about them? That's why it made no sense from the start.

As far as I'm aware the only place where cheating is considered "illegal" is on Massive Multiplayer Online Games, since it's usually in the ToS that you aren't allowed to mess with the servers in anyway. I've never heard of anyone being sued over this however, only having their account privaleges revoked.
