I don't litter. After all, you don't want other people littering on your property.
Almost never. If I do, it's probably indoors, which is more just being too lazy to put trash in a trash can than actually littering and damaging the environment.

I used to litter, out of laziness, but I figured it's really not that hard to go look for a trash can, and save someone else some work. Even three seconds of work. I'm fond of saving trash in my pockets/backpack as well. Or I give it to someone else to throw on the ground.

If I drop a piece of a hamburger on the ground, I'm not gonna pick it up or anything. I'm usually not so worried about the biodegradable stuff, but for everything else it goes in the trash can. There are plenty of trash cans everywhere, it's not hard to simply toss things into a bin rather than to drop it in the middle of a sidewalk.
