I had the same problem, i'd type in the code for my picture and it would always come up as a link. Then i realised i'd typed in the url code not the image code. i'l try to tell you what you should do -

If you've found a picture on photobucket.com click on the picture you want then click on it again you'll be taken to a menu of pictures by the host. Find your picture on there and under it there'll be 3 little boxes, go to the image box and write down the code. Then when you press the image icon in the signature menu in user cp type it in and it should work.
