If you don't give him the answers is he going to learn anything? No, he's just going to get a bad grade. At least this way he can get at least a mildly decent grade. Otherwise, he ends up with nothing.
It's your duty as a friend to help someone out in need, I think.
Tel him no. People cheatin off ya never ends up good.
I think you should help him out, But you need to let him know you wont keep doing it, dont let him make it a habit of bumming of you, but you should always help out your friends if they need it.

Your only obligation is to do what you think is right. I don't think what amounts to helping someone lie to their teacher and school can be justified as right, but that's up to you.
