If you wanted to get Quina dealing max damage early on disc 1 you would need to spend a lot of time catching frogs or levelling up. With Quina at Lv10 you'd need to catch 1,000 frogs. That would take a lot longer than catching 101 frogs.

The only other tips I have is to leave a male, female and golden frog in the pond. This will make them respawn much faster. Also, don't hang around one pond for too long. Play through the storyline collecting frogs as you go, then revisit the ponds when you have the means to return to previous areas.
