The best place I found to level summons is Olympuss Coliseum. Go to the Underdrome, enter a tournament and immediately quit. Your drive gauge will be full. Now, go to the room next to Panic (I think it's the green door, it might be the blue one) and the heartless will come. Now, summon Stitch. Immediately use his limit, and Ukulele the heartless to death, except they won't die because Ukulele does next to no damage. Use his limit until the summon gauge runs out and he goes away. If you have six drive bars, then you can summon Stitch twice while in this room. After your drive bar is empty, go back to the Underdrome and refill your drive gauge. Now go back to the room with the heartless, and they will still be there because you didn't kill them. Wash, rinse and repeat, it won't take all that long.
