I suggest going and looking up some of the available quests on somepage, alla or MysteryTour and seeing which you can get and trying some.
Most of the easier quests you can get started on now. Some of the far more involved and interesting quests will require you to be much stronger.

Allakhazam
These have pretty thorough walkthroughs (mostly stolen from other sites and pasted here) and lots of discussion about them by people doing them. Beware of lots of misinformation by people not really knowing what they are talking about though.
Somepage
This is my favor for quest. Although there's no discussion and many of the quests might not have walkthroughs... any that DO have walkthroughs will be 95% accurate without a load of misinformation. Also if you want this will help you locate the quest starters and figure the quests out for yourself if you so choose.
MysteryTour
I can't really give a direct link but go down to quests and then it will come out in a frame and scroll down and there will be separate links for all of the different parts of Windurst. This is probably the absolute most thorough quest guide for the game on the internet. Almost all quest will have very indepth walkthroughs and very accurate information. I've just never loved the format of MysteryTour and sometimes you have to get around reading the iffy translations.
