Kefka is a general, he's one of the Emperor's four generals. (Which decrease over time xD) Tina, Leo, Celes, and Kefka. Although like Tavrobel said, he doesn't do anything fighting-wise until later in the game, he does ambassador-like jobs for the emperor from what we see most of the time.
