Battle Area, get 64,000 points and then the Special Battle will be available. These are harder opponents, such as Proud Clod. complete this battle to receive Final Attack.

Rhi, you need more than simply 64,000 BP. Cloud needs his Ultima Weapon, Omnislash needs to be bought and learned and you need to get W-Summon. Once you've done that the Special Battle will be available.
