Garnet: cute, fun, smart, dark hair, (not sure whether to say "tall, strong", is she?)
Yuna: tall-ish, strong, dark-ish hair
In conclusion, we like strong tall girls with dark hair.

Rosa is known as a hot one bacause she has an awesome personality. Even though she needs to be saved a lot she's still a really nice person. She never acts like a jerk and she's always respectful to everyone. She even forgives Kain for being a traitor.
Everyone else can explain why the others are known as hot ones.
I don't like tall, and hair colour doesn't matter. I suppose it's reassuring if a girl is stronger than you but, she doesn't beat you to a pulp. It means there must be some redeeming qualities about your personality that stop her from doing so.

Rydia is a hot one, and she isn't tall or dark haired. At least I don't think she's tall, I'll just tell Kawaii to look it u, somehow he seems to know their height.

well, they do have dark hair, and are tall-ish.
Quistis (my favourite) and Rikku (the token 'hot-one' of FFX-2) do not have dark hair.
Aerith is not 'cat-ish', Cait Sith is.
As already touched upon, the tallest are Quistis and Tifa (both 5'6").
Ifrit is hotter than any of these characters anyway.
