BTW, the easiest way to get it is at the Gates of Limberry Castle. Equip the guys with Judo Outfit and the gals with Ribbons, hit Celia and Lede with Don't Move and move Ramza into spellcasting range.

just to Confirm what BG said, you Deffinitly NEED to be a Squire.
Also you Must Survive getting hit with the spell, if you die from it you will Not learn it.

Its hard the ultima demons and those assasin girls are the only ones that use it but they prefer to use stop braclet and giga flare
EMBRACE THE DARKNESS
If you immobilize them and move Ramza just barely into one of the Assassin's spellcasting range, they will be forced to use Ultima. The AI prefers to attack over doing nothing.
It's very tough to get Ultima from them in Ultima Demon form. I managed to do it once, but it's not worth the trouble.
